1) What is an ICF/MR?

An Intermediate Care Facility for the Mentally Retarded (ICFMR) is licensed by the ODMRDD (Ohio Department of Mental Retardation and Developmental Disabilities), to be operated by a specific provider at a specific location. The Department of Health (DOH) certifies the licensed facility as meeting the Federal requirements for funding as an ICF/MR. The provider is responsible for all aspects of care for the individual, including financial matters, transportation, habilitation and medical needs.

2) How do I enroll?

In order to be considered for admission, ViaQuest Healthcare Central must have an opening, or an anticipated opening.  No individual will be admitted to VHC that is not in need of continuous active treatment and who does not carry a diagnosis of Mental Retardation or Developmental Disability.  Referrals for admission are accepted from any source and may include agencies such as county boards, state developmental centers and private individuals.    
               
To begin the enrollment process or to make a referral for services, individuals may call the Administrator at 614-854-0207 to receive step-by-step instructions and to receive an application for services. 

3) What is the difference between a Developmental Disability and Mental Retardation?

A developmental disability is defined as a severe, chronic disability that is characterized by all of the following:

  • Is attributable to a mental or physical impairment or a combination of mental and physical impairments, other than a mental or physical impairment solely caused by mental illness
  • Is manifested before the person attains age 22
  • Is likely to continue indefinitely

           
Mental retardation is a diagnosis that falls under the umbrella of developmental disabilities – in other words, it’s just one type of developmental disability. Mental retardation is one of the most prevalent of all disabilities. As defined, mental retardation refers to significant sub-average general intellectual functioning existing concurrently with deficiencies in adaptive behavior, manifested during the developmental period.  Mental retardation or other developmental disabilities are not emotional or psychiatric problems or illnesses. There are many causes of mental retardation or other developmental disabilities. These include metabolic disorders, abnormal chromosomes, infections or substance abuse during pregnancy, brain injury and disease, or complications prior to or at the time of birth. Frequently, several of these causes exist at the same time, making it difficult to isolate a single cause and in the majority of cases the cause is unknown. Mental retardation affects families of every social and economic level.

4) What is your funding source and accreditations?

ViaQuest HealthCare Central is licensed to operate by the Ohio Department of Developmental Disabilities (DODD). ViaQuest HealthCare Central is also accredited and acknowledged by the Commission on Accreditation of Rehabilitation Facilities for its ICF/MR programs. 

ViaQuest HealthCare Central is certified to receive payment for services delivered by the Center for Medicaid/Medicare Services (CMS).  The local monitoring authority is the Ohio Department of Health (ODH).

5) What are your available services?

ViaQuest HealthCare Central offers access to a variety of services.  These include occupational therapy, speech therapy, physical therapy, behavior management, recreational therapy, day programming, vocational training, nutritional services, psychological services, medical/nursing services, social services and continuous active treatment as required per Federal Regulations.
